Kentucky Cabinet for Health and Family Services/Tuition assistance
Kentucky Tuition Waiver for Foster and Adopted Youth
Amount varies
Tuition and mandatory fees waived at any Kentucky public college or university, including the vocational and technical programmes at KCTCS. It is for young people who were in state custody at 18 or were adopted from state custody, and being in care at some earlier point is explicitly not enough.
Tuition and mandatory fees at any Kentucky public college or university, and at the Kentucky Community and Technical College System, so a vocational or technical course counts as well as a degree.

What you need
The official page does not list required documents. Check the official page before you apply, since a provider can ask for paperwork it does not publish.
How to apply
- 1Email the Cabinet's independent living teamchafee.ilp@ky.gov is the address on the Cabinet's own notice, and kyrise.ky.gov is where they point young people for education resources. They confirm whether your custody history qualifies, which is the part the college cannot decide.
- 2If you are still in care, ask now rather than waitingBeing committed to the Cabinet right now is one of the three qualifying routes, and SCRN cannot tell those routes apart, so a student still in care should ask even though this record did not match them.
